The shallowest we found published anywhere is 8.7 inches (22 cm). On Amazon the floor is 9.4 inches (24 cm), and that is where most of the slim category sits. At those depths every adult shoe stores on edge in a tilting drawer — which is by design, not a defect.
It is worth being clear about what happens at these depths, because listings are not. A shoe is roughly eleven to thirteen inches long for an adult. It cannot lie flat in a nine-inch cabinet, and no manufacturer claims it can. What a flip drawer does is stand the shoes on their edges, sole against the back panel, and tilt the whole assembly forward when you open it. Done well it is the most space-efficient shoe storage sold. Done badly the drawer front catches on a large shoe and will not close.
So the honest question is not whether a shoe fits, but whose shoes. A women's 8 at 9.7 inches of foot length has a lot of room in a 24 cm drawer. A men's 13 at 12 inches does not, and on several models in this depth band it will foul the front. If anyone in the house wears an 11 or above, that changes which of these six you should be looking at.
